The Iosco County Community Foundation (ICCF) Citizen of the Year and the Junior Citizen of the Year program is meant to honor individuals who make a difference in our communities through charitable activities, including volunteering; giving of their time, resources, and skills for the betterment of the community; fundraising leadership; or personal financial contributions (if applicable). The Junior Citizen of the Year Award was created to recognize a young person in our community doing great things in service and dedication to others in Iosco County. Nominations are accepted from the public and awarded in May of each year at a special event.
Nominations for the 2027 honorees will open in November 2026.
ICCF Names 2026 Citizen and Junior Citizen of the Year

East Tawas, Mich. - The Iosco County Community Foundation (ICCF) has named Norman and Marian Charters, as the 2026 Iosco County Citizens of the Year. Addison Russo, of Oscoda, was named 2026 Junior Citizen of the Year. The Citizen of the Year award was created by ICCF to honor adults and youth in Iosco County who go above and beyond by giving of their time, talent and resources to help their community.
Together, Norm and Marian Charters have devoted their time and energy to a wide range of community efforts. Known by many as an inseparable team, their impact is felt across countless organizations, events, and individual acts of kindness. Marian is an active and dedicated member of Quota of Iosco County. Norm is involved with the local backpack program supporting local students.
Their service extends far beyond one organization. From assisting with Tawas Chamber of Commerce events to volunteering at Knights of Columbus bingo nights, from supporting the local theater, food pantries, and schools, to volunteering at Perchville, Norm and Marian consistently step forward to help.
As former owners of the Village Chocolatier, the Charters supported numerous local causes, and even in retirement, their generosity has never waned. They continue to give to community organizations, schools, churches, and families in need—often without being asked, and never seeking recognition. Norm and Marian have set a standard of service that strengthens the entire community. Their lives reflect a shared commitment to helping others and making their hometown a better place for all, and they do it all together.
Addison Russo is a recent Oscoda High School graduate. Her impressive academic achievements, as well as her character, leadership, and genuine commitment to others are why she was named Junior Citizen of the Year.
Throughout high school, Addison has maintained a 3.9 GPA, while also challenging herself through dual enrollment at Alpena Community College. Her passion for learning has been a driving force behind her success, culminating in her recent acceptance to the University of Michigan’s Ross School of Business, a testament to her dedication and hard work.
Beyond the classroom, Addison has demonstrated exceptional leadership and civic engagement. She serves as the student representative on the Oscoda Area Schools Board of Education and has led her peers as Student Council President for the past two years. She is a four-year member of the Rotary Interact Club and an active participant in National Honor Society. She participated in girls’ golf and the marching and symphony bands at school. Addison also works at her family’s business.
Respected by classmates, teachers, and community members alike, she leads by example. Her kindness, responsibility, and positive spirit help create a welcoming and supportive environment wherever she goes, making her a truly deserving recipient of this award.
“This is the first time the Iosco County Community Foundation has recognized a couple for the Citizen of the Year award, and we are so proud to honor such wonderful individuals as Norm and Marian,” says ICCF Board President Kelly Alexander. “They, along with Addison, are truly individuals who are making a positive impact both in our community and in the lives of others. Iosco County is fortunate to have them here.”
Nominations for Citizen and Junior Citizen of the Year are submitted by members of the public. Nominations for the 2027 Citizen and Junior Citizen of the Year awards will be open in November 2026.
